Kubrat municipality is located in the West part of Ludogorie area. It is bounded by the municipalities of Tutrakan, Sivo pole, Vetovo and Zavet.

History

A small town after the name of a khan
Quietly whispers in the heart.
And there run the memories again,
Pursued by thirst toward a well

The earliest written evidence of the settlement is since 1624. According to the legends it is established in the beginning of XVth century. A malicious and greedy lord named Enitsa has ruled at that time. He has locked all the wells, except one. The local residents and people from the near by villages have bought water from the well for copper coins. Due to this fact the settlement has been famous as Balbunar (Copper well).
One kilometer and a half east from Kubrat, in the region Yanka, Balbunar settlement hill is situated. Of the accomplished excavations, it becomes clear that round the hill a settlement has existed 4000 years ago. In VII century the population has been Slovenian and Bulgarian one. The settlement has existed till the time Bulgaria came under Ottoman yoke (the beginning XIV). On its place the village Balbunar has been established by new comers. First houses have been located round the Copper well, the today Kubrat square.
In 1890 a primary school is established in Balbunar and on 4th of May 1891 cultural club "Kiril and Matodii" is established.
Balbunar accepts its new name in 1934 - after the name of the proto-Bulgarian khan Kubrat, famous in Bulgarian history with his wise advice to his sons: to be united, so that no one to be able to crush them as it is not easy the vineyards sticks tight in a bundle to be crushed. 
The most significant achievements of Kubrat till 1940 are two mills, one cotton-combing work shop and an oil-factory. The main means of living of the population is agriculture, stock-breeding, timber production, brick-making, trade with Balkan and manufacturer's goods. In 1945 a Labour Productive Cooperative, which unites all small business craftsmen has been established. There are established sections for tailoring, shoes making, saddle-making, iron production, timber production and others.
In 1949 the village of Kubrat is proclaimed a town.
The citizens of the town of Kubrat are grateful to notable persons with special merits to the town - Ivan Chunchev, Dimitar Nikolov, Lili Ivanova, prof. St. Gerdzhikov, Stoyanka Haralampieva, Hristo Ivandzhikov - the Maestro, Lyuba Baeva, Ivan Ivanov, Boris Iliev and many others.

Infrastructure:

There are 17 residential places on the territory of Kubrat municipality: the municipal center the town of Kubrat and 16 villages, 11 mayoralties - Belovets, Bisertsi, Bozhurovo, Zadruga, Zvanartsi, Madrevo, Savin, Sevar, Seslav, Tetovo, Yuper and 5 small mayoralties - Gorichevo, Medovene, Terter, Tochilary and Chereshovo.
25 963 persons live in Kubrat municipality, 10 285 of which in the town and 15 678 in the villages.
Population density - 54 persons per sq. km.

Transport system
The transport is mainly land one. There is no water and railway transport.
The following transport thoroughfares cross the municipality: road II-49 (Razgrad-Kubrat-Tutrakan), which connects the municipality with the nearest railway station Prostorno, and with the water transport (the town of Tutrakan); road II-23 (Dulovo-Isperih-Kubrat-Ruse), which connects with the other municipalities. The rest of the residential places are connected with the town and the neighbouring municipalities with forth class road nets with length 67.7 km.

Water supply and sewerage

A great part of the water-supply network is extremely deprecated because it has been built 35-40 years ago from asbestos-cement pipes. The water-supply is provided by 11 deep (over 650 m) drills, two shaft wells in the village of Yuper and the village of Topchii and two shallow (up to 160 meters) drills in the village of Yuper. 12 pump stations with a capacity of 318 liters per second have been built as well as 23 water basins with a capacity of 4470 cubic meters. The total length of the waterworks built on the territory of the municipality is 178 km including internal waterworks and diversions 117.8 km.
The water-supply, sewerage and the purification of the waste waters on the territory of the municipality are activities undertaken by the municipality-owned firm "Water supply and Sewerage - Meden Kladenets"  SLtd.
Hydro melioration
On the territory of Kubrat municipality there are more than 100 000 decares  of area under irrigation, 7 pump stations, 2 equalizers - in the villages of Tetovo and Zvanartsi, all managed by Irrigation Systems - the town of Ruse.

Agriculture

Agriculture is a traditional branch for Kubrat municipality. The soil, climate and land conditions favour the development of plant-growing - production of grain, forage, vegetable crops and tobacco.
Three canning factories for vegetable processing have been built in the municipality - in Kubrat, Yuper and Tetovo.
The main form of organization of labour is the co-operative.

Stock-breeding
Stock-breeding in its main branches - cattle-breeding, sheep-breeding and poultry-breeding - develops mainly in the private sector. The last counting of the farm animals indicates tendency towards increase in the number of pigs, sheep, goats and poultry. That is connected with the means of providing for the population.

In the municipal schools there are 2657 students in 130 classes and 760 children in 38 groups in Central kindergarten.
For the students from the residential places, in which there are no schools, there is free of charge transport to the nearest school.

Health service

In the municipal center of the town of Kubrat one there is one medical establishment for hospital medical services - Multifunctional hospital for active treatment SLTD, in a monolithic building, constructed in 1972. The following wards are established in the hospital:

Internal disease ward
Neurologist's ward
Infant's ward
The hospital personnel is 170 persons, 20 of them are doctors. There are  clinical laboratory, ward for image diagnostics, pathologic and anatomist's ward. Besides it there are two hospital establishment for a specialized medical help out of the hospital:
Medical center I - the town of KubratSLTD -  N 22 "Knyaz Boris I" Str.
Мedical center - Saint Ekaterina SLTD -  N 1 "Gagarin: Str.
In the municipality there are 15 established cabinets for first aid out of the hospital - 9 practical cabinets in the villages of the municipality and 6 practical cabinets in the town of Kubrat.

Social cares
The municipal administration office for social support  - the town of Kubrat, provides support to the needy through social supports, complementing or substituting the personal incomes to the main living necessities of the supported people or families, as well as providing social services in or outside the usual domestic environment.
Up to the moment the statistics for the socially supported people is the following:
Total number of the needy and the families in the lowest social bracket - 799.771, 627 of which unemployed at labour capacity age
Total number of disabled people - 575
Unemployed mothers - 1130
Total number of unemployed parents - 690
There is a tendency towards and increase of the number of the people in all financially supported groups.

Museums

Vasil Levski 
The historical and cultural heritage, collected and preserved by patriotic Bulgarians, places the beginning of the town museum in the restored in 1984 house, where Petar Ivanov-Komitata, a participator in Tanyo Voyvoda detachment has lived. 
Main directions in the museum are: Archeological excavations in the region, National rebellious wars of the population in Kubrat and the municipality and Through the history of town.  
In the process of creation of the new forth direction in the town museum - History of the town and notable figures. It is for persons of special merits to the town - famous public figures, pedagogues, sportsmen, as well as for our famous fellow-citizen Lily Ivanova.
Art
Тradition in the cultural life of Kubrat is the amateur theatre to the cultural club St. Kiril and Metodii, which originates since the 30es .
Various genre amateur formations of folklore, singer's bands, dance groups, etc are established in the municipality.
In the villages of Yuper, Belovets, Tetovo, Terter and Zvanartsikeep folk traditions and custom with the groups for authentic folklore are kept.
Turkish folklore is mainly developed in the cultural clubs in Bisertsi, Sevar, Belovets and Madrevo.
Musical school is established in 1955 with classes of violin, accordion and piano.
In the school of foreign languages French, German and English languages are studies.

Tradition in the municipality is to celebrate the holidays of the residential places, eminent days and anniversaries, Christmas and New Eve Celebrations, as well as different traditional celebrations:
Each year during May Celebrations in Kubrat there is a traditional fair, and with the decision of the Municipal council from 1994 24 May is announced for a Day of Kubrat.
In the spring a part of the cultural events are held in the beautiful location Bozhurite - a nature protected place.
