Some 50 areas to be declared habitats under Natura 2000 by the end of 2011

The Ministry of Environment and Water plans to start declaring in 2011 the habitat areas of plant and animal species under the Natura 2000 ecological network, ministry sources told Klassa. Orders for 50 out of all the 228 protected areas will be ready by the end of the year," said Nikolay Nedyalkov, head of Natura 2000 at the ministry. About a year ago, the term within which the areas had to be announced was extended to four years. Thus, all the habitats will be actually specified by 2013.

The protected areas will include the Kamchia region, the beach of Shkorpilovtsi, Galata Cape, the Shabla lake complex, the Durankulak lake, the Pomorie lake and others. So far, 102 protected areas for preservation of wild birds have been specified and the last 12 will be included in 2011. In some cases, the areas for birds and the habitat areas overlap.

"Experience has so far shown that the restrictive measures in the orders declaring the habitats are little and inadequate," said Petko Tsvetkov, coordinator of Natura 2000 at the Bulgarian Biodiversity Foundation. For example, landowners cannot get compensation payments under the Operational Programme for Rural Development until the areas are declared as habitats. The process of declaring the protected areas is underway as of 2008. 

The Ministry of Environment and Water has banned the construction of the Conush dam in Asenovgrad and the Plovdiv fish-breeding pond, ministry sources specified for Klassa.
