Dontchev: Bulgaria must absorb 40 % of the granted EU by funds next year

If Bulgaria wants to finalise this financial programming period with over 90% of absorbed EU grants, we must reach 40% of the projected EU funds to be transferred next year, stated the Minister of EU Funds Management, Tomislav Donchev in an interview with the BTA (Bulgaria Telegraph Agency). According to him, as of December 27, Bulgaria has received from the European Commission' grants worth €1, 571, 327, 874 bn. Dontchev did not hide his expectations for our country next year to negotiate 100% of the projected grant resource under at least three operational programmes (OPs) involving OP Transport, OP Regional Development and OP Environment. He reminded that in view of the acceleration of the absorption of EU funds, amendments were already adopted to the Public Procurement Act referring to a major law revision concerning the simplification of the regulation and procedures. Besides, a centralised body for preventive control will be set up under the umbrella of the Public Procurement Agency.

The online submission of documents started at a modest scale under OP Technical Assistance, but it expanded and included OP Human Resources and OP Regional Development, reported the Minister. In early 2012, OP Competitiveness should also start using the e-filing system for documents submission. According to Donchev's assessment on the actual utilisation of EU funds, this financial year was difficult but successful. In his words, a definite progress has already been observed in the absorption capacity of municipalities where the vicious staffing practice of political appointments is not raging, thus enabling the political experts serving the EU grant programmes to maintain their posts.
