Bulgarian parliament to discuss Budget 2013 on first reading

Bulgarian National Assembly is to discuss state’s budget for next year at its Thursday sitting. The draft budget envisages increase of the social expenses by more than BGN 790 million; BGN 140 million increase of the money for education; more than BGN 31 million increase of the money for culture; increase of the money allocated for public infrastructure in the field of public works and environment protection – by BGN 510 million.
Bulgarian opposition said it would not back the draft budget for 2013.
Rightist Blue Coalition accused the ruling Citizens for European Development of Bulgaria (CEDB) of making a left turn. According to the “blue”, there are no counter-crisis measures and instead the government increases the taxes and social securities. In addition, the Blue Coalition added that the government was patronising the monopolists.
Leftist Coalition for Bulgaria, on the other hand, will propose an alternative budget. The major priorities outlined by the socialists envisage accelerated increase of the employment, since the number of employed people has decreased by 386,000; active measures against poverty and assistance to people in disadvantaged position; incomes for just living standard; encouragement of the maternity and measures against the youth unemployment; support for the professional qualification and science.
Far-right Ataka party will propose an alternative budget, too. The party asks for drastic change in the package of tax laws. 
The Movement for Rights and Freedoms (MRF), on the other hand, said the draft budget was a half-year budget, which will have to be amendment in mid-2013, since the planned revenues were unrealistic.
